Tightening its stand against video communication and calling apps, the Center has proposed to bring Meta-owned WhatsApp, Zoom and Google Duo under the purview of telecom licences, as spelled out in the draft Indian Telecom Bill 2022.

However, the government has proposed to exempt press messages that are intended to be published in India by accredited correspondents from the central or state governments, which can be intercepted.

According to the draft, “For the provision of telecommunication services and telecom networks, an entity has to obtain a licence.”

The last date for public comments on the draft is October 20.

In another important section, the draft bill, released late Wednesday night, proposes to waive off fees and fines of telecom and internet service providers.

Exemption for press messages, however, not granted in case of any public emergency or in the interest of public safety, sovereignty, integrity or security of India, friendly relations with foreign states, public order, or to prevent any Will go Offense, read the draft.
