According to the support page, if your “Apple Watch with watchOS 8.5 or later shows a watch and iPhone is being brought together” then follow this guide-
-Make sure your iPhone is nearby. Apple notes that the iPhone must have the latest iOS 15.4 software and be connected to WiFi and
-Both devices must have Bluetooth turned on and unlocked.
-Then double-click the Side button on your Apple Watch to start the restore process.
However, Apple cites that even the new tool may not be able to recover the Watch. In this scenario, the clock will show a red exclamation mark icon. In that case, you will need to take your Apple Watch to an Apple Store or authorized repair shop to have it fixed.
